DESCRIPTION: The Central Lincoln People’s Utility District (CLPUD) is considering a phased upgrade of its existing substation facility located north of Gardiner, Oregon, on the west side of Oregon Coast Highway (Hwy. 101). Construction of the upgrade is contingent on the development of the adjacent parcel (formerly the International Paper facility) and the specific needs of that owner.
SERVICE: Foundation Engineering, Inc. was retained by CLPUD to complete a geotechnical investigation and provide soil and seismic parameters for the design of the upgraded facility. Our scope of work included deep exploratory borings and evaluation of options for foundation construction and site mitigation. Site challenges included loose site fill, steeply dipping bedrock, a thick layer of very soft or loose, compressible estuarine deposits, and a high risk of liquefaction. Portions of the site will also require site fill to raise above the 100-year flood elevation.
